Description

Engineering is more than design and delivery at Zutari; it is the craft of shaping possibility.

As a leading buildings, infrastructure engineering, and advisory practice with over 90 years of heritage across Africa and the Middle East, we work across the full infrastructure lifecycle to deliver innovative, digitally enabled solutions. From bridges and dams to energy systems and smart infrastructure, our work connects communities and unlocks long-term value.

We are looking for technical minds who see beyond constraints and are driven to engineer solutions that matter, today and for generations to come.

About the Role:

The Structural Inspector will be responsible for monitoring, supervising, and inspecting structural works on infrastructure and building projects in Dubai, with a strong focus on RTA and Dubai Municipality standards project specifications, approved drawings, and local/international codes.

The role provides on-site technical oversight to ensure that structural construction activities, such as foundations, substructures, superstructures, reinforced concrete works, structural steel works, and associated structural elements, are executed in full compliance with quality, safety, and regulatory requirements. The Structural Inspector will verify works, identify non-conformances, support the resolution of site issues, and maintain accurate inspection and quality records.

Responsibilities

  • Inspect and supervise structural construction activities, including, as relevant to the project scope:
    • Excavation readiness for structural works
    • Blinding concrete and formation level checks
    • Foundations, pile caps, rafts, footings, ground beams, and retaining walls
    • Columns, walls, slabs, beams, staircases, and other reinforced concrete elements
    • Reinforcement inspection, including bar sizes, spacing, laps, cover, and fixing
    • Formwork inspection, alignment, levels, dimensions, stability, and cleanliness prior to casting
    • Embedded items, inserts, sleeves, anchor bolts, and builder’s works openings
    • Concrete placement, vibration, finishing, curing, and protection
    • Precast structural elements installation, alignment, and connection checks where applicable
    • Structural steel erection, bolt tightening, welding inspections, and connection alignment where applicable
    • Grouting, base plates, supports, and temporary bracing arrangements
    • Interface coordination with civil, architectural, and MEP works where relevant
  • Ensure works are executed in accordance with approved method statements, ITPs (Inspection & Test Plans), and risk assessments.
  • Review and process Inspection Requests (IRs) and ensure required preconditions are met before approvals or witnessing.
  • Review material submittals relevant to structural works (e.g. concrete, reinforcement steel, structural steel, bolts, grout, embedded items) and verify that on-site materials match approved submissions.
  • Support the review of shop drawings for constructability and compliance, as assigned by the Engineer.

Testing, Witnessing, and Quality Records

  • Witness and/or verify required tests and records, such as:
    • Concrete sampling, slump tests, temperature checks, and cube/crushing test results
    • Reinforcement material certificates and compliance records
    • Welding inspections, WPS/PQR compliance, and NDT reports where applicable
    • Bolt inspection and tightening records for structural steel works
    • Survey checks for line, level, plumb, verticality, and structural positioning
    • Load testing or proof testing where specified
  • Maintain daily inspection reports, progress logs, checklists, and photo records in line with project QA/QC requirements.
  • Identify, record, and report non-conformances (NCRs); recommend corrective actions and monitor timely closure.
  • Verify that rectification works and re-inspections are completed and properly documented.
  • Support snagging, as-built verification, and handover documentation readiness.
  • Coordinate with project engineers, contractor teams, subcontractors, and authority representatives (e.g. RTA/DM) to resolve technical and site-related issues.
  • Escalate risks and issues early, including concerns related to quality, safety, programme, access, interfaces, and permits.
  • Ensure strict adherence to Health, Safety and Environmental (HSE) requirements at all times.
  • Stop works or raise concerns regarding unsafe practices and ensure corrective measures are implemented.

Requirements

  • Bachelor’s Degree or Diploma in Civil Engineering, Structural Engineering, or a related discipline.
  • Minimum 7–10 years of relevant experience in structural inspection on infrastructure and/or building projects in the UAE
  • Strong knowledge of structural construction methods and materials, including:
    • Reinforced concrete works
    • Structural steel works
    • Foundations and substructure works
    • Formwork, reinforcement, casting, curing, and structural finishing interfaces
  • Familiarity with applicable standards/codes, as relevant, such as ACI, BS, ASTM, AISC, Eurocodes, or equivalent.
  • Experience with international consulting/engineering firms is preferred.
  • Strong communication and technical reporting skills in English; Arabic is an advantage.
  • Proficiency in MS Office and digital site inspection/reporting tools.
