We are seeking individuals passionate about mobility solutions that go beyond infrastructure and help shape the way cities and regions move.

About the role:

Zutari is seeking a qualified Quantity Surveyor with extensive experience in roads and bridge projects in Dubai and the UAE. The ideal candidate will be responsible for cost estimation, tender preparation, contract administration, and commercial management, with a strong understanding of RTA requirements.

Responsibilities

  • Onsite Commercial Management: Provide day-to-day commercial and quantity surveying support on infrastructure project sites in Dubai.
  • Cost Estimation and BOQ Management: Prepare, review, and manage detailed cost estimates, Bills of Quantities, remeasurement schedules, and cost breakdowns for roads, bridges, utilities, drainage, and associated infrastructure works.
  • Interim Payment Applications: Review contractor payment applications, verify quantities onsite, assess completed works, and support interim payment certification.
  • Variations and Change Management: Assess, evaluate, and negotiate variations, change orders, star rates, dayworks, and claims in line with contract requirements.
  • Contract Administration: Support the administration of construction contracts, including correspondence, notices, instructions, payment assessments, claims, and commercial reporting.
  • Claims Support: Assist in the review and assessment of contractor claims, including delay, disruption, prolongation, acceleration, and cost-related submissions.
  • Tender and Procurement Support: Support tender evaluation, commercial analysis, bid clarification, contractor comparisons, and recommendation reports where required.
  • Site Measurement and Valuation: Conduct regular site inspections and quantity checks to validate progress, completed works, materials onsite, and payment claims.
  • Cost Reporting: Prepare cost reports, cashflow forecasts, budget updates, cost-to-complete assessments, and commercial dashboards for project leadership and clients.
  • Collaboration with Technical Teams: Work closely with resident engineers, design teams, planners, project managers, and discipline leads to align commercial assessments with technical progress.
  • Authority-Related Commercial Coordination: Support commercial matters linked to authority requirements, NOCs, permits, relocations, diversions, reinstatement works, and third-party interface costs.
  • Data Management: Maintain cost databases, benchmarks, rates, and historical cost information for roadworks, bridges, utilities, drainage, traffic systems, landscaping, and associated infrastructure packages.
  • Client and Contractor Liaison: Attend progress meetings, commercial meetings, site walks, and negotiation sessions with clients, contractors, consultants, and stakeholders.

Requirements

  • Bachelor’s degree in quantity surveying, Civil Engineering, or related field (Master’s preferred)
  • Minimum 10 years’ experience in the UAE, with a strong track record in roads and bridges projects.
  • Knowledge of RTA approval processes, standards, and regulations is essential.
  • Strong understanding of FIDIC contracts and UAE construction law.
  • Proficiency in estimation and QS tools (e.g., Candy, CostX, or similar).
  • Excellent communication, negotiation, and stakeholder management skills.
  • RICS membership or progress toward qualification preferred.
