Role overview

To ensure the effective implementation, monitoring, and enforcement of health and safety policies and procedures on-site. The role involves supervising the main contractor’s safety performance and ensuring alignment with the client’s HSE requirements, local legal compliance (Zambian occupational health and safety legislation), and international better best practices.


Role responsibilities

  • Act as the Zutari’s on-site HSE representative.
  • Monitor and evaluate the main contractor's compliance with health, safety, and environmental (HSE) policies, procedures, and legal requirements.
  • Conduct daily site inspections, audits, and walkthroughs.
  • Review and comment on the main contractor’s risk assessments, method statements, and site-specific HSE documentations.
  • Participate in and lead toolbox talks, safety meetings, and incident investigations.
  • Identify and report non-compliances, unsafe acts, and unsafe conditions.
  • Ensure the implementation of corrective actions for any identified HSE issues.
  • Support the client in maintaining records of HSE performance and site conditions.
  • Liaise closely with the contractor’s HSE team and site management to promote a culture of safety.
  • Report regularly to the client’s HSE and project team through reports and briefings.
  • Ensure all statutory requirements such as PPE usage, emergency preparedness, first aid, fire safety, and permits to work are enforced.
  • Stay up to date with Zambian HSE regulations, international standards and client requirements


Minimum requirements

  • Diploma or Degree in Occupational Health and Safety or similar.
  • Certification in HSE (e.g., NEBOSH IGC)
  • Minimum 10 years of HSE experience in a construction environment.
  • Prior experience working for or with clients in a supervisory HSE role is highly desirable.
  • Knowledge of Zambian OHS legislation and international standards is crucial.
  • Incident investigation and root cause analysis experience.
  • Proficient in writing reports and safety documentation.
